During the presentation on grievance procedures, we will review the relatively recent Court of Appeals decision in Bray v. Swisher, our case that confirmed a public employee's right to obtain his personnel file prior to disciplinary proceedings, and the grievance procedures and Civil Service Commission rules from several local governments including Asheville, Statesville, Kinston, Winston-Salem, and Greenville.
